In early June 2026, water agencies from Arizona, Nevada and California agreed to explore sharing desalinated ocean water. They signed a memorandum to study exchanges that could move water from the Carlsbad desalination plant to states that need it.
The Carlsbad plant makes more than 50 million gallons of drinking water a day, enough for about 400,000 people in San Diego County. The memorandum is non‑binding. It only starts discussions and does not change any water rights or force action. The U.S. Bureau of Reclamation joined the agreement to explore how the plan could help the Colorado River. Officials said more work and approvals are needed before any water moves.
