The memorandum would allow Iran to sell oil during the 60 days and could open the door to broader sanctions relief and access to frozen funds. Other drafts differ and Iran circulated competing versions, so negotiators will need to agree a single text. Diplomats will meet in technical talks after the signing to work out verification and timing.
